I'm using it since cca 2009 for experimenting at home - all Compilers are available - COBOL too.
IMO it's best solution to get free enterprose class COBOL compiler.

Hi Dave,

If you are interested, I have a "sandbox" AS400 system that I could get
you an account setup on. I can't guarantee uptime... but it's generally
running on the weekends at least.

It's got a few of the COBOL compilers installed, and has worked well for
me so far.
