What return code is your exit program giving to COBOL? If you're not providing a 'G' to continue then I would expect the COBOL program to fail. Sounds to me like you're returning a blank return code (or an invalid response that is treated like blank) thus the inquiry message is being sent.

You might also want to investigate ILE condition handlers which can give you more control.

You need to mark the exception as handled else the COBOL default exception handler will kick in causing your main program to fail.
