RE: VALUE CLAUSE in working storage

The THRU clause is only valid for level 88.  See 'Data Description Entry
- Format 3' page 30 of the ILE COBOL Reference Summary.  Levels 01
through 49 and 77 can only contain a single value.  

01  Variables.
        05 Var1 pic XX.
                88 Lower-Half           value '00' thru '49'.
                88 Upper-Half           value '50' thru '99'.

        When Lower-Half
