I tried both of the directory's you listed.  It did not solve the problem.
I have not been able to find any information on the directory in IBM's
documentation.

It should be one whose name begins with a "Q".
Like QCBLLE or QUSAPIBD.
You might want to check IBM's documentation,

look under Programming, API's.
