your OVRPRTF in the CL call level is likely lost when
returned to the Cobol program.

TO test and verify you can use QCMDEXEC to run WRKJOB immediately
after your CL or OVRPRTF to see the overrides in play.
The OVRSCOPE *JOB should do it
   but you may need to delete the Override when finished.
