APIs are referenced though the system binding directory that all of the compilers add to the list of directories to be searched. They also add their own language specific directory. Only when you need to use something outside of those two do you need to specify. e.g. You specify QC2LE (the C language directory) when you want to use C functions from (say) COBOL.
