What you're missing is that declaratives are only triggered on an error
condition.  The first digit of the status tells you if it is an error or not.  0
(zero) in the first position says that this is not an error - therefore 04 is
not an error and therefore the declaratives are not triggered.  If you need to
know about 04 you must test for it "by hand".
