FWIW, I did a bit of GDDM programming in RPG III way back on a S/38 because I had a graphic model 5292 to play with, then some low-res graphic printing to a 3812 on a V2 or V3 400.
I've never seen any enhancements to GDDM on the 400, probably because they never implemented the graphic 5292 in Client Access, and then with the rise of graphics packages in windows they probably considered it not worthwhile to try and keep low-res GDDM on a par with PC's.
Not surprisingly, I couldn't find any prototypes for RPG III nor RPG-ILE, so I don't like your chances, sorry.
