OK, I got something going.

I installed PASE (5722-SS1 option 33), the system openness includes
(5722-SS1 option 13), QSH (5722-SS1 option 30), and 5799-PTL. Then I put
the make from
ftp://aixpdslib.seas.ucla.edu/pub/make/RISC/4.3/exec/make.3.80.tar.Z on
my iSeries, and it seems to work.
