I used copy/paste and tried it on my V5R2 system.  This made the file
code page 37 (EBCDIC).  It ran fine using the following commands.
edtf '/buck/test.x'
RPCGEN FROMFILE('/buck/test.x') OPTION(*ALL)

I changed the code page to 819 (ASCII) and tried again, and it failed:
CHGATR OBJ('/buck/test.x') ATR(*CCSID) VALUE(819)
edtf '/buck/test.x'
RPCGEN FROMFILE('/buck/test.x') OPTION(*ALL)

I'm getting CZM1002 Message . . . . :   QTEMP/QRPCSRC0(TEST0), 1.15:
CZM0191(20) The character \x67 is not a valid C source character.

Try changing the CCSID to 37 and see if that helps.

One other note; be sure to compile your C programs with the enum(*int)
parameter set.
