Apply product key

We want to apply product key by SYS660C but received "Invalid CPU
Key".
We are using V4.0.5 CD and want to be worked as version up test on
OS6.1.
Already installed BMR73619 and BMR73684 from Infor and put in first on
library list and then change JOBDATE to the date that your key was
created on.
We success to apply license key by using WRKLICINF.
But still display "Invalid CPU Key" on the SYS660C screen when we try
to install product key.
