I think the feature you are looking for may be in PUR120. At least that is where it is in V8.3. Perhaps it is more detailed than you like but it sets up vendor quality data at the individual item level per vendor/facility/date range. This includes "allow over receipt y/n', 'tolerance auto close y/n', 'receipt qty tol percent (+)', and 'receipt qty tol percent(-).
