When using Facility Costing, the Global BOM is typically used to define
a benchmark for material costs. As Dan Sweeney indicated, labor costs
are defined by Facility and can not be tied directly to a Global BOM.
However, labor costs for a Global BOM can be created through a work
around using an Item Type 6 for Labor.

Create labor as an Item Type 6, for which BPCS allows the issue and
costing of material but will not create inventory. You can then add the
labor to the current Global BOM or create another Global BOM using an
Alternate Method and add the labor. The quantity per added to the BOM
will depend on the cost for labor defined in labor cost bucket (CST100).

The same process can be used for overhead.
