My suggestion is to create a spreadsheet with the account numbers that need
to be budgeted.

First download the chart of accounts into XLS, then add a column for budget
amounts and finally write a VBA for uploading the data back to BPCS.

While this is not trivial, the benefits are that everybody knows how to use
XLS, XLS has all sorts of sorting and summary features and the upload VBAs
are more or less available on Google.
