Ronald, You will need to name your V64BPCSO Library differently for the new environment. As far as key, if you are just copying libraries, it is in BPCSF library in SYSSSC and will be copied/restored with other files in the library. If you are installing new environment from SSA tape/CD, you will have an option to name libraries and you will be able to either enter the key or specify the library where existing key resides.
