is going to make a significant impact on the performance of your user's FRS 
report.

In the past I have found that a major reason for slow FRS is the number of 
file IO's that have to be performed on the General Ledger Master File (GGM). 

How many active records are in the file ?

If you have a large number of records in this file then I suggest,to speed 
things up, you determine how many records in this file have had NO activity 
whatsoever i.e. no actuals movement for this year, last year and next year and 
no 
budgets entered and logically de-activate them.  

Doing this manually will be a nightmare so I suggest you write a simple RPG 
program to do this.
