Another possibility is that it is assigned as an MPS item rather than an MRP item which is ICMRP in CIC. The value should be 'N' if calculated using MRP600 and 'M' if using MRP500. Another thing is that if the horizon (ITFDY in IIM) is set for a large number BPCS will not plan a replenishment before that number of days has passed. Last possibility I can think of is the effectivity / discontinue dates in the BoM.
