I do not know that there is any such thing as a web site that will give you
comprehensive education about BPCS. You are welcome to use my web page
directory of providers of BPCS Documentation, which I am long overdue to
update.

Depending on your security access at your company, see if you can get at this:
GO CMDPDM ... option SIX ... the file is BPCSDOC ... the library is *LIBL
The first document to study there is SSALOG00 = Programmer's Logic Guide to
the BPCS System
You might also search your AS/400 libraries looking for where is the file
QPNLSRC which stores the source code for the help text for each and every
one of the BPCS programs.
You can search the BPCS_L archives to see what the participants have said
in the past about any particular BPCS topic.
There are a bunch of BPCS consultants eager to serve your needs.
Some of them offer classes in BPCS. These classes can be as expensive as
IBM's classes in the AS/400 ... budget $1,000.00 a week ... A person
probably needs to take several of these classes.
Some of them publish various BPCS manuals ... figure a few hundred dollars
per manual, and you probably want to get several manuals.
Some of them can send experts to your company to conduct a variety of
educational efforts.
Some of them publish occasional newsletters with BPCS tips.
I have links to these folks on my BPCS documentation resources web page.
