Rules can be a very complex matter as rules that are established in an earlier sequence can actually be superceded by a later rule - this may be your problem. You should also do your very best to minimize the number of rules since a large quantity of rules takes a longer time to execute than a small quantity. I'm not sure if there is a physical limit to the number of rules but there is definitely a practical limit at which point system performance will begin to degrade.
