We are also running on 6.0.04 MM, Jul 99 and we are successfully running the ORD900 purge process. I don't have any insight as to why it is looping on you. All I can suggest is to verify you don't have duplicate sequence numbers in the files. The archive files for ECL & ECH are EHL & EHH files.
