Allocations not being cleared

We are on Ver 6.0.04.

Allocations on resupply orders type 9 for shipments are not being cleared
when an order is processed and the lines are shown as being completed.  The
lines are pick confirmed for zero and then ship confirmed closing the line.
The backorder flag on the customer master and address master is set to 4,
ship avail cancel incomplete. This works correctly for customer shipment
type 1.

Any ideals on whether we should change our procedure or modify a program( if
so which program(s)?)
