If there are ILE programs involved, the solution is a bit different.
When you display the job and look at the open file, do an F11 if
necessary to see the activation group the file is open in.  If it is
not *DFTACTGRP, then you have an ILE program that is opening it and
not closing it.  In this case you would use RclActGrp to close it.
