Dear Eric,
we are on BPCS CD, the following step maybe help you:
1. setup a warehouse for outside operation, example OO warehouse.
2. setup a lot of location in this warehouse correspond to many vendor, example 
OOV1,OOV2 etc
3. any outside vendor maybe setup a work centre for outside operation
4. item type for this outside operation item should be 'M',and MPS flag is 'Y'
5. any item in outside operation in one vendor had better one operation and has 
one item number.
6. setup one routing for one item in outside operation
7. MPS will generate plan shop order for outside item
8. Release this shop order and create purchase order linked this shop order
9. purchase receipts for the first PO,then inventory in OO/OOV1 is increasing, 
then issue this inventory to the second shop order, and so on.
