We had a similar problem w/ TCPIP; applied a common IBM APAR, i.e., II12106.
I'd look online at

Dear Gentlemen,

We are using IBM Client Access for Windows 95/NT,
version V3R2. We are using PC5250 emulation to connect
to BPCS. We are connected to one our sister companies
thru DDN line.   Most often, PC5250 session does not
open there, and sometimes takes long to open. What
could be the reason that sometimes it connects and
most of the times it does not. One thing, it connects
fine thru graphical access WITHOUT any problem.  Can
it be the client access version or any settings,
causing the above problem.

Appreciate any comment on the above.
