There are a several possible problems:

Under option 54 Control Center you can do a re-set if the status of the
administrator is active.

There is a possibility of a duplicate record in the TPEC/TPEB, this may
need to be corrected.

The ECA EDM/ECC parameters do not match.

Some errors do not show.  Do F13 when in option 52, Notification Log.   You
can then take the option to display all errors.
