Perhaps but the tools on the BOM
Then any Planned Order for a tool for a qty of more than one
is a conflict. If the tool is needed by 2 or more shop orders on the same  
day,
the MRP Planned Order for the tool will be for a qty of more than one on that
date.
Attach the tool to the appropriate operation on the Routing
so that the tools due date is the operation's start date.
You cpuld also give each tool it's own routing with common/similar tools
using a shared distinct workcenter and do capacity planning on THAT
workcenter.
You would see demand for tools by date, by Item number needed......
