We've been using Implementer and found that as a package is pretty good although can be a major pain to configure in the first place. We screwed our set-up by not agreeing a library promotion path and naming standard kinda thing and as a result we've had problems causing us to bypass Implementer at times. Get an expert in and plan your promotion requirements and get some training. As for the AS/SET side it appears to hook into some of the AS/SET Product Security section programs that operate behind the scences when you copy from set to set. (I seen that code ripped out before at a previous site) Works ok as far as I can tell. I don't have any experience of IBM's offering or Turnover so can't comment on relative merits. Implementer is pretty neat in that it can handle promotion from Development AS/400 machine to Live box without you having to do any of that Savf and FTP or Snads stuff.
