Yes. If you load a bad PTF or new BMR, you could incapacitate your system and require a fresh reload of BPCS. Everyone remember where your base install tapes are? Or BPCSPTF? Are those tapes still good (and how would you know without trying to reload)? With the BMR library, you can rip out bad code without shutting down for hours...
