Most folks I work with have run into the same situation. Bill's answer seems the easiest. Some clients automate the process, others are good (and VERY careful) with the copy file command. Basically, you need to make a copy of the workcenter file with current rates. Then update the file with your new/proposed rates. When you rollup costs into the pending cost set, make sure the workcenter file with new rates is copied into your database. When you need to rollup a part in the current cost set, copy that file back in. If it is a "blanket" changes (ie: 10%, or one rate in all w/c), SQL might be easier than copyfile.
