Some of the possible conditions are: 1) Inventory on hand at the phantom level that would satisfy the demand. 2) Order policy code is set to Blank or "Not a planned item" 3) You mentioned "MRP" is not planning an order, are you running MRP600 only and it is a master scheduled item? Or vice-versa? 4) Is requirements code (item master) set independent demand only? 5) Is demand code set to blank or the greater of forecast or customer orders? Check the above and see if that helps.
