What is happening on the server when users are waiting?  Is the program 
consuming large amounts of resources?  If so, I've seen instances where there 
is a duplicate record in ecl and the program is looping.  Check WRKACTJOB - 
5, 14 to view (assuming AS/400).  Running Order Entry Post INTERACTIVE (as 
opposed to batch) seemed to help in this specific problem, but has overall 
system implications if your machine is primarily configured for batch posting.
