The ZEF file should also be empty when BPCS is not in use. It is the error 
log file for Order Entry, (not sure what practical purpose it serves) - but 
if it gets lots of records in it, it will eat up time during order entry. 
Logicals should not be built over it, even if DBMON suggests it, as this is 
usually a sign it has too many records and should be cleared out instead 
(rather than adding overhead of maintaining logicals against a file that has 
no real business use). Arrange a job to clean it up (CLRPFM) periodically 
when users are not on the system (such as right after backups before 
restarting the system).
