A CIC is created upon first BPCS use of an item within a facility and at that point is almost a copy of the IIM. From then on the deliberately maintains the CIC's own identity and does not reflect changes to the IIM. One of it's purposes is to allow different facilities to have different planning parameters. Although it is the prime repository of MRP planning information it's existence is not directly related to MRP, it is used for much more than MRP planning. As an example the CIC keeps facility wide inventory information. The existence of the CIC record is also used to 'filter' parts by facility. Not every part is used in every facility, and many facility specific activities use the CIC to restrict processing to only relevant items. As an example, if you do a cost rollup by facility, the cost rollup uses the CIC file as its driver. The assumption is, "If an item is used in the facility, a CIC record must have been created." If the assumption is true there is obviously there is no need to attempt a roll up for anything that does not have a CIC". It is not unusual for companies to load routings for a facility outside of BPCS, try a roll-up and learn the hard way "No CIC, no roll".
