BPCS is not always at  fault.

I know of  one  enterprise that was using BPCS . They were  very
dissatisfied with  the performance and capabilities across their 7
divisions in N. America.  Thinks were real slow as in  long response times,
 15  or 20 minutes to enter a few line order. DBs out of  sync. Just terrible.

As a part of their Y2K efforts corporate chose to go to a networked PC
based solution. This shot down the  AS/400 D20 BPCS, eliminated the S36
BPCS operations in the northern part of continent too.  Well life is still
not good. Besides the addition of the PC networked problem, life is a
little faster, but everything  prints in the same unit of sales[ YES  they
are  live], Invoices  or  any other printing  for that matter  night get
misdirected to any of the other 7 company locations now Vs  across the  in
house site for shipping . 
Many  pieces of  data that relate to inventory or  other business
requirements on  the system are still kept  on  isolated PCs,  several
different  "latest price lists abound".

Get the picture - that while BPCS was/is no angel this company is in
project management/IT disarray. As   the new  was installed it  did  change
the way business was conducted but  training  was sparse and  often done
by  those of  limited  knowledge.

Excellent  lesson in how to save a dime  and lose a few bucks
