What version are you on? We are at 4.0.5 and have never experienced this in any
previous release.  Sounds to me like it is a modification.  The only way for 
this
behavior to occur is to manually open and close the print file in the program.  
You
can't solve this by CL commands because the whole point of (U)ser (C)ontrol 
files is
to allow user control.

Usually the reason to user control spool files is to be able to attach different
attributes to spool files coming from the "same" data in the same program.  For
instance, splitting up the picking tickets when the warehouse to pick changes.
