Mark,

Your post does not specify the release you are at.  Please, everyone, if you 
make a request state the
release you are on -- and I guess the machine as well since we are experiencing 
participation by the
UNIX folks.  (I know it's hard to remember -- I fall into that trap as well).

I can't solve your problem directly, but it does remind me of a trick we use 
here to great success.
We spliced logic into SYS003C (the general batch job submission program) to 
throw up a screen asking
for the type of submit the user would like: Regular, Timed, Scheduled.  
Scheduled is pretty much
useful only for Queries and other non-BPCS jobs.  But, Timed is very handy: 
Users can delay a job to
run at a time where the machine is lightly used, but the machine does not need 
to be dedicated to
this job.  Timed option uses the feature of timed delay on the SBMJOB command.  
The Schedule option
just runs ADDJOBSCDE cmd.
