You have the ability to specify which parameters are input and which are
output in current Step 4 - Select Export Procedures to Externalize as a
Web Service.

Step 5 does not "demand" 2 input parameters. But if you have 2 or more
input parameters, then all but one input parameters needs to be injected
from an input source (such path param variable, or query string variable).

And since we no longer release HTTP PTF groups or PTFs for IBM i 7.1, I
will list the latest PTFs you need to ensure you need to have on IBM i
7.1:

This exact service program worked on a V7R2 machine and is not working
on a V7R1 machine.

I have a service program that has two parameters. The first is input
and CONST, the second is output and does not have CONST. When I get to
step 5 of 9 it demands two input parms but recognizes that there is only

one. The error message is

*Error:* ZUI_54411: The HTTP method must be PUT or POST when there is an

input parameter that is not being injected with a value.

I have no idea how to fix that.
