Nothing prevents you from using the HTTP server associated with the IWS
server to serve up static web pages. Assuming you create IWS server with
an HTTP server.

is my real end game with this.

I may be overvaluing the benefits of an IBM-included process where
average RPG programmers with only their average RPG skills can provide
DB2 data as xml and/or json for their super users. However my limited
experience is that if average RPG programmers and shops used web
services their value to the outer organization would at least double.

Sounds like you've got two Apache instances set up, you don't need
two.
One's all you need.

Even if you were server to separate web sites,
i.server.com
i2.otherserver.com

You'd still only need one Apache instance.
