Buck,
Many thanks for this. A little bit of light reading for me!

I had found an IBM Redbook on IBM and Apache -
http://www.redbooks.ibm.com/redbooks/pdfs/sg246716.pdf but this did not
explain the syntax.

Can anyone please point me at documentation of the Apache syntax that
explains all this?

I'm sorry for skipping past this bit. The Apache HTTP Server is not an
IBM 'thing' and so I use the official Apache documentation to answer my
(many!) questions: https://httpd.apache.org/docs/current/index.html
They have a HOWTO for CGI:
https://httpd.apache.org/docs/current/howto/cgi.html

IBM have Apache documentation at
https://www-01.ibm.com/support/docview.wss?uid=isg3T1026866 Information
on Apache directives is at

https://www.ibm.com/support/knowledgecenter/ssw_ibm_i_73/rzaie/rzaiereference.htm
