My bad, I forgot to wrap the SSL in a virtual host, the server works fine as 
long as I hit every page with HTTPS. Oops, sorry for the wasted time and 
effort. Thanks again.

I had the load module statement, but I didn't have a SSLEnable statement. I
added the SSLEnable, and it didn't do anything.

I found an iSeries...you need SSLEnable...

LoadModule ibm_ssl_module /QSYS.LIB/QHTTPSVR.LIB/QZSRVSSL.SRVPGM
SSLEnable
SSLAppName QIBM_HTTP_SERVER_WEBFACING (or whatever...)

These should be automatically added when you enable SSL.
