Justin,

You'll need to do one of two things:

1.  Override the file to the library.
2.  add the library PCSTORE to your library list.

#1 can be done with QCMDEXC and OVRDDBF, specifing USROPN on
the file.

#2 can be done again with QCMDEXC.  Or, you can use my
library list subprocedures to push and pop libraries from
your library list.

Changing the jobd of the web server user won't help.  You
need to use one of the two methods.
