Best case is to allow QTMHHTTP *RX authority to the
directories, and *R authority to the static HTML files.
*PUBLIC should have *EXCLUDE.

If for some reason your HTML in those directories also is
used by your CGI programs (ie reading in HTML and writing it
out in a CGI program) the user QTMHHTP1 should also have the
same authorities.
