Yes I have seen this too, for a long time (over several versions) and just
ignroed it and flip the toolbar twice to get rid of it again. Also happens
sometimes when you open a display file editor on top of an RPG editor.
Happens almost ALWAYS when you open an XML editor.

Open a couple of members in the LPEX editor, and open a couple of local
text files in the text editor. Hide the toolbar. As you switch between
the LPEX tabs the toolbar stays hidden. But as soon as you go to one of
the text tabs, it reappears. Same thing happens going the other way too.
Appears to be a bug to me.

Confirmed. 9.5.0.2, Win 7, 32-bit.
