Previously there was a
workspace\RemoteSystemsConnections\user\UserActions\ibm.files400\uda.xml, I
don't see that in the new version. How do I copy my Custom User Actions to
another developer?

Is this it?
workspace\.metadata\.plugins\org.eclipse.rse.core\profiles\PRF.user_0\PS.useractoins.ibmi-qsys.actions_285331264\node.properties

Can I just copy that file to the other developers workstation in the same
location?
