I get the same thing. I'm thinking you're probably right, although my read of it is that if Installation Manager can't find any updates, it's blaming the user now. We're all terrible people for wasting its time... LOL

And then it goes on to mention proxy and firewall
settings. Can anyone comment if this indicates an
actual connection error or if this is just IBM's vague
new way of saying that it didn't find any software
