I had the same problem a few weeks ago after our network guys turned on
the Windows firewall by policy.  After I convinced them to turn off the
firewall (both the AS/400 and our PCs are behind a corporate firewall),
the SEP started working again.

Actually Aaron ultimately it is for a program to be called from PHP.
I'm
aware of the issue you mention and would have been thrilled to get that
far!

What happens is that I select SEP from the program's context menu - the
hourglass shows for a bit then reverts to normal.  But _nothing_ ever
appears in the SEP list.  So I don't get a chance to worry about the
user
