Is it for a regular old program or a CGI program? 

Actually Aaron ultimately it is for a program to be called from PHP.  I'm
aware of the issue you mention and would have been thrilled to get that 
far!

What happens is that I select SEP from the program's context menu - the
hourglass shows for a bit then reverts to normal.  But _nothing_ ever
appears in the SEP list.  So I don't get a chance to worry about the user
Id!
