Actually, there is such a parameter - updateProfile.userKeyActions.  Enter:

 ? updateprofile.userkeyactions

on the LPEX command line for more information. The "User Key Actions" preference dialog actually uses the default.updateProfile.userKeyActions parameter (you can check by taking a look at the profile, by entering "viewProfile" on the LPEX command line).

Parameters such as this are best used in a user profile - if I remember correctly, Eric Simpson uses updateProfile.userKeyActions in his third article on customizing LPEX.
