The update function is tied to a workspace and there is no way, at least 
currently, for one workspace to know about others.  Besides, the real 
issue is that the bug got out the door to begin with.  The update function 
would have properly updated all of the workspaces were it not for the 
invalid configuration preventing it from doing its job.

sounds like this update function needs an "apply update to all current
workspaces", or "apply update to all workspaces in a specified directory"
function

Are we sure that such a function does not exist? I cant believe this is 
the
first time this update issue has come up, given the number of people using
eclipse, and developing plugins
