Hopes yes, plans no. I've "broken my pick" on it a few times. I forget the exact details since it's been a while since my last attempt to fix it, but there's a complex compatibility issue that comes up when %len and %decpos are allowed to be constant folded.

I don't mean to downplay the importance of allowing %LEN and %DECPOS for %DEC/H, but it's (almost?) always fine to use 63 (the maximum) for the length of %DEC/H and it's often fine to use a large value, say 31, for the decimal positions.
